Property Federation Chandigarh Delegation Meets Chief Secretary Shri Rajeev Verma, Presents Memorandum on Key Public Issues

A delegation from the Property Federation Chandigarh, led by President Kamaljit Singh Panchhi, visited the office of Rajeev Verma, IAS, the newly appointed Chief Secretary of UT Chandigarh, to extend greetings and best wishes. The delegation, which included members Sanjay Jain, Inderjeet Singh, Naresh Bansal, Manav Bedi, and RK Sharma, presented a bouquet to the Chief Secretary and engaged in discussions concerning various key issues affecting the residents of Chandigarh.
During the meeting, the delegation submitted a detailed memorandum highlighting several pressing concerns regarding property registration, building by-laws, and other essential aspects of property transactions in the city. The Chief Secretary listened attentively to the delegation’s points and assured them that the issues raised would be addressed promptly. The members expressed optimism for positive action on the matter.
The memorandum, which was presented to the Chief Secretary, included the following key requests:
- Restoration of Share-Wise Property Registries: The delegation requested the immediate restoration of share-wise property registrations, which were recently halted due to a misinterpretation of a Supreme Court ruling. They urged this as an interim measure until a permanent solution is implemented.
- Simplification of Building By-Laws: The Federation called for simplifying Chandigarh’s building by-laws to accommodate the city’s growing population and space requirements. They emphasized the importance of regularizing need-based changes in construction, provided structural stability is maintained.
- Improvement in the Efficiency of the Estate Office: The delegation recommended extending public dealing hours and reintroducing offline application submission options to improve accessibility for all residents, particularly the elderly. They also proposed measures to enhance the overall efficiency of the Estate Office.
- Optional NOC for Freehold Property Sales: The Federation proposed that the No Objection Certificate (NOC) for freehold properties be made optional, helping reduce litigation arising from property transactions and ensuring clear verification of dues and violations.
- Reintroduction of Offline Property Transfer Applications: Recognizing the challenges faced by some residents with online property transfer applications, the delegation requested the reintroduction of offline submission options, especially for those not well-versed with digital systems.
- Inclusion of a Property Federation Representative in the Committee for Revising Collector Rates: The Federation urged the Chief Secretary to include a representative from the Property Federation in the recently constituted committee to revise the collector rates in Chandigarh, ensuring that the perspectives of residents are well-represented.
The delegation concluded the memorandum by suggesting regular seminars or training sessions for Estate Office staff to keep them updated on new regulations. They expressed their hope for a favorable and timely resolution of these issues, which will greatly benefit the citizens of Chandigarh.
