Chandigarh Excise Policy 2026–27 Hits Jackpot: Record Rs.496.81 Cr Revenue; Palsora Vend Tops with Rs.16.71 Cr Highest Bid

Gulab Chand Kataria, Governor of Punjab and Administrator, U.T., Chandigarh, H Rajesh Prasad, Chief Secretary and Diprava Lakra, Secretary (Excise & Taxation) U.T., Chandigarh after detailed deliberations, had approved the Excise Policy for the Policy Year 2026-27 (01.04.2026 to 31.03.2027). Suggestions received from various stakeholders were discussed and after detailed discussions, Department of Excise & Taxation considered most of the suggestions like procurement of liquor by bars from the retail sale liquor vends, inter vend stock transfer to the same entity and rationalization of quota.
The new Excise Policy aimed at ushering in transparency and increasing the revenue of the State by use of technology. The e-tendering was done and all the stakeholders were given extensive training for use of digital signatures as well as software developed by NIC for this purpose. All the bidders submitted their bids online and no manual bids were accepted. The Excise Policy also attempted to curb the cartelization and monopolies by restricting allotment to a single person/entity/family/company/firm upto a maximum of 10 licensing units only as per provisions of the Excise Policy. This aimed at providing a level playing field for everyone, while at the same time increasing revenues of the State. The salient feature of this excise policy are re-introduction of liquor license at departmental store, procurement of liquor by the bar licensee from nearby two vends, security amount for retail vends has been increased in order to secure the revenue and GPS system is made mandatory for transportation of liquor.    
In the first opening of e-tenders after operationalization of the new policy for the excise policy year 2026-27 (01.04.2026 to 31.03.2027) on 19.03.2026 at Hotel Mountview, Sector 10, Chandigarh, the objectives sought to be realized in the policy have been achieved.
Under the guidance of Diprava Lakra, IAS, Secretary (Excise & Taxation), U.T., Chandigarh and Nishant Kumar Yadav, IAS, Excise & Taxation Commissioner, U.T., Chandigarh, the Excise & Taxation Department received total 195 tenders/ bids electronically against 84 licensing units out of total 97 licensing units, however the one of the single bidder against LU-77 could not technically qualified, the reserve price of 83 licensing units is Rs.385.24 crores. Getting an overwhelming response, the Department collected a total revenue of Rs.496.81 crores in the shape of licence fees, registering an increase of approximately 29 % over the reserve price and received Rs. 3.90 crores in shape of participation fee. The highest bid of Rs 16.71 crores has been received for liquor vend at Village Palsora against a reserve price of Rs.11.41 crores, the second highest bid is of Rs.12.27 Cr. against reserve price of Rs.9.62 Cr. for Dhanas vend and the third highest bid is of Rs.11.52 Cr. against reserve Price of Rs.8.21 Cr. for location sector 61.
Furthermore, the tendering process for the remaining 14 licensing units has been initiated. In light of the overwhelming response from bidders, the department is well-placed to complete the allotment of the remaining vends successfully and is likely to realize revenues significantly exceeding the fixed reserve price, thereby substantially advancing the achievement of its revenue targets.
The opening of e-tenders/financial bids held at Hotel Mountview, Sector 10, Chandigarh took place in the presence of Nishant Kumar Yadav, IAS, Excise & Taxation Commissioner, U.T., Chandigarh; Naveen, DANICS, Sub-Divisional Magistrate (Central); Pradhuman Singh, HCS, Collector (Excise); Pradeep Rawal AETC as members of Allotment Committee and  Paviter Singh, PCS as observer appointed by the Chandigarh Administration.
After this phenomenal success, the Department is also geared up to implement other measures outlined in the policy approved by Hon’ble Governor of Punjab-cum-the Administrator and Chief Secretary, U.T., Chandigarh. The allotment process for remaining one vend will be initiated at the earliest.
