Babla emphasized that these landmark urban reforms—which introduce high-density residential zones, vertical housing expansion, and aggressive economic updates for the industrial sectors—are a direct manifestation of the Bharatiya Janata Party’s (BJP) pro-people philosophy. He noted that the initiative aligns perfectly with the Government of India’s Deregulation 1.0 and 2.0 initiatives, envisioned by Hon’ble Prime Minister Narendra Modi to reduce compliance burdens and optimize scarce land resources.

“For years, Chandigarh has faced massive pressure from sustained in-migration and limited land stock, creating a critical housing shortage for our rising population,” said Harpreet Kaur Babla & Devinder Singh Babla. “Thanks to the dynamic and citizen-centric governance of UT Administrator Gulab Chand Kataria ji, the administration has taken a monumental leap by allowing vertical growth in Phase-II, Phase-III, and peripheral areas. Babla pointed out that the decision to shift from low-density planning to high-rise vertical developments (such as group housing with a minimum of four storeys and an enhanced Floor Area Ratio of 3.0) will directly benefit the middle class, youth, and migrant populations looking for quality, affordable housing.
Preserving Heritage While Fostering Modern Growth
The BJP Vice President highly appreciated the balanced approach taken by the Expert Committee and the Administrator. He highlighted that while Phase-II and Phase-III will see a soaring transformation to accommodate citizens, the historical Phase-I sectors designed by French architect Le Corbusier will strictly preserve their heritage, low-rise character, and architectural control.
Key revolutionary highlights of the Master Plan amendments praised by Babla include:
- Massive Boost to Housing & Infrastructure: Development of a 178-acre high-density residential tract near Maloya (Pocket 7) to accommodate 45,000 residents and over 1,700 new government housing units in Sector 43-A and 43-B.
- Economic Rejuvenation & Support for Startups: Doubling the Floor Area Ratio (FAR) to 2.0 in Industrial Areas Phase I & II, freeing up plots up to 2 Kanal from rigid architectural controls, and converting a 153-acre segment of Industrial Area Phase III into a thriving mixed-use commercial corridor to generate massive employment.
- Resolving the Parking Crisis: Mandating stilt and basement parking for all new group housing developments, while ensuring stilt spaces do not count toward the FAR—a long-standing demand of the local residents championed by the BJP.
- Environmental Balance: Demonstrating a mature ecological approach by keeping the IT Habitat low-rise to safeguard the migratory bird paths near the Sukhna Wildlife Sanctuary.
