Home Secretary Directs Installation of Transparent Display Boards at Project Sites; Emphasises ICCC Monitoring and Transparency in Citizen-Centric Services

Home Secretary-cum-Secretary, Local Government, U.T. Chandigarh, Mandip Singh Brar, IAS, issued a series of directions to the Municipal Corporation Chandigarh aimed at strengthening transparency, project monitoring and citizen-centric service delivery.
He directed Municipal Corporation officials to install proper information display boards at all ongoing projects of the Municipal Corporation and Chandigarh Administration. The boards shall clearly mention the name of the work, executing agency/contractor, dates of allotment and commencement, stipulated and actual/revised completion dates, estimated cost, present physical and financial progress, and major issues or bottlenecks, if any.
The Home Secretary further directed that joint inspections be conducted every month by officials of the Municipal Corporation and General Administration, along with the respective Sector Committees. The entire city has been divided into 18 zones, with each zone to be inspected under the supervision of a senior officer.
The inspections shall cover garbage collection and sanitation, road cleaning, carpeting and repair of potholes, functioning of streetlights, water leakages, parking-related issues, illegal vending, unauthorised encroachments, cleanliness of parks, and the upkeep and maintenance of public toilets. Any deficiency noticed during the inspections shall be promptly addressed and monitored at the level of the Commissioner and Special Commissioner.
While reviewing technology-driven service delivery, the Home Secretary directed that citizen-centric and revenue-generating services linked with the Integrated Command and Control Centre (ICCC) be reviewed department-wise. The departments have been asked to furnish details of the services being monitored, their revenue potential, present revenue collection and proposed revenue-generation models, wherever applicable.
Giving priority to environmental works, the Home Secretary directed close monitoring of plantation and landscaping activities at Dadumajra. Officials were instructed to ensure optimum utilisation of machinery, achievement of plantation targets, survival and proper maintenance of plants, regular field inspections and systematic documentation.
