Advancing IT Application Usage in Chandigarh Administration: Key Insights from Inter-Departmental Meeting

An inter-departmental meeting was held under the chairmanship of Rajeev Verma, Adviser to Administrator UT Chandigarh to enhance the usage of information technological (IT) application in various departments of Chandigarh Administration. The meeting was attended by Nitin Yadav, Home Secretary, Vijay Namdeorao Zade, Finance Secretary, Ajay Chagti, Secretary Health, Dr. Abhijit Chaudhari, Secretary Education, Hari Kallikat, Secretary Agriculture and all the Head of Departments.
Ramesh Kumar Gupta, State Information Officer (SIO), NIC Chandigarh, briefed about the recent portals/applications developed by NIC for the use of various departments in Chandigarh Administration. GIS Ladar system, Engineering Works and Budget Monitoring system (EW&BMS), Asset Management and Audit Management were some of the key applications discussed in the meeting.
Engineering Works and Budget Monitoring system (EW&BMS) has been developed as a portal and mobile App which provides complete details of every work/project at different levels and also shows the details of physical/ financial achievements. These details can be monitored by the Secretaries, HOD’s of client department, officers/officials of engineering department as EW&BMS app is role based. This App is also used for site inspection and work progress updation. Inspecting officers can upload photographs of site with his/her comments (actual status and proposed action).These photographs are geotagged.
The Property/Asset Management system for estate office is a comprehensive solution to simplify property related services offered by Estate Office like transfer of property, NOC, NDC, permission to mortgage and other major services offered online to the citizens of Chandigarh. The system promotes a more efficient and paperless workflow. Pendency in the citizen applications is also being monitored through the dashboard. The application is integrated with various external applications like CCMS and asset management.
Dr Zade, Secretary Estates said that the Asset Management System also keep the records of vacant unallotted property with all details which can be used for future planning purpose.
Audit Management System is a digitized system evolved to centralize all the information related to Audit Paras at one place. Till now, the Para made by AG office were decentralized as each department of Chandigarh Administration was maintaining its own record of the external auditing of the accounts & office procedure executed by the Auditor General’s office of UT Chandigarh on yearly basis.
Chandigarh Utilities Map provides major support in governance by embedding GIS in all aspects of decision making, bringing transparency and geo-spatial information support in decision-making.
Nitin Yadav, Secretary IT informed that the GIS based portal will enable a sound process of monitoring development and identifying “gaps in development, planning, management and decision making”. Making GIS data available at all levels – helps bringing accountability and responsibility in governance.
The Adviser to Administrator appreciated the developments done by NIC and directed all the department heads to optimally utilize these applications in routine departmental works and monitor the department work through the portals developed by NIC.
