A meeting of the Sub-Committee for the Compensation of victims of accidents caused by stray cattle, animals, or dog bites was held. The meeting was chaired by Nishant Kumar Yadav, Deputy Commissioner, Chandigarh, who also serves as the Chairman of the Committee. Key members present included the Joint Commissioner of the Municipal Corporation Chandigarh (Member Convener), the Medical Superintendent of Government Multi-Speciality Hospital (Sector 16), the Assistant Superintendent of Police, the Inspector of Traffic, and the Nodal Officer of the Dog Control Cell, Municipal Corporation Chandigarh.

Key Highlights:

1. Review of Cases:

  • A total of 116 cases were reviewed by the sub-committee.
  • Out of these, 81 cases were recommended for compensation as per the notification dated 2nd July 2024.
  • The remaining 35 cases are under verification and will be placed before the sub-committee once the verification process is completed.

2. Instructions by the Chairman:

  • Sh. Nishant Kumar Yadav directed all sub-committee members that any new cases for compensation should be forwarded to the Deputy Commissioner’s office or the Municipal Corporation, Chandigarh. This ensures that such cases can be included in the list for future reviews by the committee.

3. Compensation Policy:

  • The sub-committee is following the compensation policy set by the Department of Local Government, Chandigarh Administration, through a notification on 2nd July 2024, as per the directions of the Hon’ble Punjab and Haryana High Court on 18th August 2023.
  • The compensation amounts are defined as follows:
    • In case of Death: Rs. 5 lakh to the legal heirs.
    • In case of Permanent Incapacitation: Rs. 2 lakh, as certified by a competent medical authority.
    • In case of Injury: Compensation as assessed by the committee, with a maximum limit of Rs. 2 lakh.
    • Dog Bite Injuries:
      • Minimum Rs. 10,000 per teeth mark.
      • If flesh is pulled off the skin, a minimum of Rs. 20,000 per 0.2 cm of wound.
      • Maximum compensation for dog bite injuries shall not exceed Rs. 2 lakh.

4. Required Documentation:

  • For Death Cases: A death certificate and FIR/DDR indicating the cause of death due to an accident involving stray cattle, animals, or dog bites are required.
  • For Permanent Disability: Necessary documents include DDR, medical certificate, and hospital discharge summary.

The sub-committee continues its efforts to ensure fair and timely compensation to the victims, following the guidelines set by the notification.
