The 2nd meeting of “Member of Parliament District Road Safety Committee” for U.T., Chandigarh held under the Chairpersonship of Kirron Kher, Member of Parliament, Chandigarh.

Pradhuman Singh, HCS, Joint Secretary Transport gave a presentation in the meeting and apprised that the Speed limits have been rationalized on the different roads (Road with dividers / Roads without dividers and Sector Roads) vide Transport Department notification dated 20.4.2021. Sh. Uday Pal Singh, DSP (Traffic) apprised that 142 Road Accidents occurred during the period from 01.01.2021 to 22.8.2022. Chairperson said to take more appropriate steps for reducing the same.

The DSP (Traffic) further apprised that whenever any fatal or non-fatal road accident occurs in the city, a Joint Spot Inspection of the same is carried out by Road Accident Analysis Cell and Road Safety Implementation Cell to study the reason of road crashes and the recommendations of the same sent to the Engineering Departments of U.T. and M.C. from time to time.

He further apprised that now 5 Active Black Spots in the city i.e. Old Airport Light Point, Hallo Mara Light Point, Poultry Farm Chowk, Tribune Chowk and in front of ISBT-43.
Further, meetings have been conducted by the SSP/Traffic in the area of Sector-15 and NAC Enclave Mani Mara to discuss the prevalent traffic issues and also to control traffic violations in their respective areas. The Chairperson said meetings also be conducted in the area of Dhanas, DaduMajra, Maloya, Maulijagran etc. in this regard.

The Joint Secy. Transport further apprised that there are a total 6000 (LPG/CNG) Autos registered in the O/o STA/UT. Approximate 10,000/- autos plying from Mohali and Panchkula in UT, Chandigarh, out of which 497 autos have been countersigned from Punjab and 15 autos have been countersigned from Haryana State in the O/o STA/UT till date.

The Joint Secy. Transport further apprised that total 1051 challans have been issued by the STA department for various traffic violations of Auto Rickshaws during the period from May, 2021 to 22.8.2022 and 12148 challans have been issued by the Traffic Police for various traffic violations of Auto Rickshaws during the period from January 2021 to 21.8.2022. Apart from this one-month special campaign for various traffic violations by autos rickshaws is insisted from 08.8.2022 to 07.9.2022.

Regarding the closing of the intersection of 33/45, a spot survey was conducted by the traffic police and recommended that the Automatic Traffic Control lights already installed at Sector 33/45 Light Point may be removed and divider with strong iron grills may be installed at this place. On this recommendation, the tender has been floated by the M.C., but the residents of Sector 45 asking for sleep road from Sector-45 side. The Chairperson said the said issue may be reviewed again in all aspects and apprise solution to this Committee.

Regarding beggar issues, it is apprised that regular meetings have been conducted under the Chairmanship of concerned area SDMs to prepare road map and also problems have been addressed in the meetings to ensure planned rescue drives in order to eradicate child begging in U.T., Chandigarh. Special drives have been conducted in the areas of Sector 35, 34, 36 as many migrant families are living on the streets. During inquiry, it was been found that all families belong to Rajasthan and Madhya Pradesh. In coordination with M.C. all families were alienated from the streets / traffic –lights points. The above teams fortnightly conducting drives to check the beggars on the streets and regular follow-up being done by the District Child Protection Unit, Women and Child Helpline (181) as well as Child Help Line (1098).
Prabhloch Singh, Human Rights Protection Group (Member of this Committee) suggested that the data of Good Samaritans who save human life (previous year and this year) may be published so that the people would be more motivated.

Brij Mohan, representative of Trade Association (Member of this Committee) stated that cycle track from Tpt. Light Point to Housing Board is on the road. He suggested that the same may be examined to avoid the traffic jam situation in these areas.
