Estate Office Gets Digitized: Continouosly Monitor the Progress and Innovate Further in case the Need Arises- Administrator

Banwarilal Purohit, Hon’ble Administrator Chandigarh launched the website and online services of Estate Office Chandigarh on International Day for Universal access to information at Hotel Mount View in the presence of Ravi Kant Sharma, Mayor Chandigarh and Dharam Pal, Adviser to the Administrator. The vision behind this initiative was to make Estate Office a technology-driven organisation that provides seamless services to the citizens through hassle-free and efficient processes.
Keeping in mind the theme for 2021- The Right to know- Building back better with access to information, the Estate Office has built a website – https://estateoffice.chd.gov.in/ with the help of NIC that encompasses all the information about the services provided by the department, acts, rules, notifications etc. The citizens can also make an easy use of online services via quick links provided at the website.
The Estate Office has been offering multiple services to the citizens under one roof like Change of ownership, issuance of no objection certificate, sanction of the fresh and revised building plan, collection of the lease, GST etc, issuance of allotment letter, transfer of ownership, permission for a bank mortgage, permission for change of trade etc. With proper feedback and experience from the staff, it was found that there were certain areas where reform was needed to ensure transparency in the governance system. Be it providing timely information to the citizens or adhering to the deadline, everything was reviewed from the scratch by the team of the Estate Office.
The project that incepted in August 2020 finally took shape after crossing various challenges and obstacles. Now with the launch of the online services, the office will be able to digitize all the data and simplify the workflow. All the applications have been made online allowing the citizens to access information with a click of a button. The SMS service has been introduced to keep the applicant in the loop about the status of the work done. The internal staff will be able to check all the tendencies to be able to resolve the matters within the minimum time frame. The staff of Estate office has made 80 lac entries to make this entire process smooth and functional.
This is an ultimate scalable solution wherein the proper workflow-based model has been put in place to deal with any service of the department.
Hon’ble Administrator appreciated the efforts of the officers and officials of Estate office for digitizing the record and congratulated them. He further said, “ I would like to say that this is just the beginning. Every new system throws up unforeseen challenges and I am sure that this reform will also face such issues. All the officers and officials will need to continuously monitor the progress and also innovate further in case the need arises.”
In an attempt to simplify the processes at the basic level, the department has overviewed the cumbersome process of attaching numerous documents, and has decided to omit the irrelevant documents. Earlier the citizens had to submit separate affidavits for different points, but now with this new system, the affidavits have been clubbed with all relevant points. Once the documents has been uploaded by the applicant, there will not be any hassle of resubmitting the same documents time and again.
The Estate office has also introduced electronic payments with the help of State Bank of India which will provide great relief to citizens. The citizen charter has been implemented to ensure complete transparency in the working of this office. The services will be made online in phased manner.
In the first phase, the following services have been launched today
• Transfer of ownership on the basis of registered sale/gift/exchange/family transfer deed
• Transfer of lease rights on the basis of registered deed of transfer by way of sale gift/exchange/family transfer deed
• Grant of permission/NOC for transfer of lease rights by way of sale gift/exchange/family transfer deed
• Issuance of no due certificate
• Updated know your property
Services are made available to citizens by 10th October in phase 2
• Ownership/lease rights on the basis of interstate death
• Ownership/lease rights on the basis of unregistered will
• Transfer Of ownership/lease rights on the basis of registered will
• Permission to mortgage (leasehold property)
• Ownership/lease rights on the basis of interstate death/unregistered bill/registered bill/“decree/family settlement deed/probate of the will ( after public notice)
Online services to be made available to the citizens by 20th October in phase 3
• Execution of Deed of conveyance
• Execution of lease deed
• Execution of redemption deed
• Grant of extension in time limit for construction
• Issuance of allotment letter
• Revalidation of no objection certificate
• Transfer of ownership on the basis of court decree/family settlement/probate of the will
• Know your dues
With a way forward to integrate all the processes with Aadhar, the Estate office aspires to create a special account for all the users so that all the files/ cases can be tracked with a single click.
Present among the officers were Praveer Ranjan, DGP, Nitin Kumar Yadav, Home Secretary, Dr. Vijay Namdeorao Zade, Finance Secretary, Mandip Singh Brar, Deputy Commissioner, Anindita Mitra, Commissioner Municipal Corporation, along with other Senior Officials of Chandigarh Administration.
