Modern Tenancy, Stamp Duty and Safety Laws Set to Unlock Growth and Business Confidence in Chandigarh: Ajay Gupta, President, CBC

Ajay Gupta, President of the Chandigarh Business Council, has welcomed the Central Government’s decision to extend key State legislations to the Union Territory of Chandigarh, terming it a decisive and forward-looking reform that will significantly strengthen governance, transparency, and economic confidence in the city.

Gupta stated that the extension of modern laws relating to stamp duty, land records, tenancy, fire safety, and prevention of human smuggling marks a historic shift from outdated regulatory frameworks to a contemporary, rule-based legal environment aligned with national best practices.

The strengthening of property valuation and stamp duty mechanisms will bring much-needed transparency and curb undervaluation, which has long been a concern for genuine buyers, investors, and the exchequer. Equally important is the recognition of ownership rights in Abadi Deh areas, which will reduce disputes and unlock planned urban development,” he said.

Welcoming the replacement of the old rent control law, Gupta noted that the new tenancy framework will restore balance between landlords and tenants, encourage formal rental agreements, and increase the availability of rental housing—an essential requirement for a growing service and knowledge-based economy.

He further emphasized that the extension of the Haryana Fire and Emergency Services Act will enhance public safety while reducing unnecessary compliance burdens on businesses through streamlined approvals and rationalised penalties.

He also appreciated the strict regulatory framework against human smuggling, stating that it would protect students, job seekers, and families from fraudulent travel agents, while restoring trust in legitimate service providers.

“These reforms collectively send a strong signal that Chandigarh is committed to clean governance, investor confidence, citizen protection, and ease of doing business. The business community fully supports these measures and looks forward to their effective and transparent implementation,” Gupta added.
